Inverted front fork adjustment

Question below.....my answer is NO

Has anyone ever seen the adjusting bolt on an inverted fork stick up and out past the flush point of the cap on top??

I saw an older trike in Daytona set up that way...

I am very curious as all bikes and trike over the past 16 years that I have seen have been adjusted to about 1/4 inch down in the hole or a bit further with Bigblocks

All of them I remember seeing were down 1/4" or better (trikes and bikes). I remembered seeing one @ the V8 Parade last week that was up above the top of the tubes (it was a trike but don't remember anything more then that).
