That's a pretty easy fix, just a little corrosion. When I used to be a tire buster at Goodyear in college, I saw that all the time on chromed rims. You can take an abrasive wheel and smooth it out, then apply a grease (tire shops have it) to seal it up. It was always a pain when people powdercoated...

check your frame behind the rad. Aldo's bike was acting weird a few years ago and the front frame, we took off in three pieces. check the upper motor mounts also.
